Free checklist for Indian students
Yes, Indian students can study in Ireland without IELTS, but not without proving English. Trinity, UCD and UL consider a medium-of-instruction (MOI) exemption for a degree taught wholly in English, University of Galway accepts 12th-board English at 70% from CBSE, CISCE and some state boards, UCD accepts 80% in CBSE or ISC English for undergraduates, and every university takes PTE Academic (61–69) or TOEFL iBT (88–90) instead of IELTS, with Duolingo (120) accepted at Trinity, UCD, UCC and UL but not listed by Galway. The visa itself needs only IELTS 5.0 or an equivalent such as Duolingo 75 or PTE 30.
Can you study in Ireland without IELTS?
You can, if you separate the two questions that "without IELTS" bundles together. The first is the university's admission requirement: every Irish university must satisfy itself that you can follow lectures and write assessments in English, and each publishes a list of ways to prove it. IELTS Academic is only one item on that list; TOEFL iBT, PTE Academic, Duolingo, Cambridge, LanguageCert and, at several universities, your own Indian school or degree record are others. The second question is the visa: Immigration Service Delivery sets a separate, lower English standard for the long-stay study visa, and the same non-IELTS evidence usually satisfies it.
So "study in Ireland without IELTS" in practice means one of three routes: a medium-of-instruction (MOI) exemption based on a degree taught in English, acceptance of your Class XII English marks, or a different test such as Duolingo or PTE. Which route is open depends on the university, the level and, in Galway's case, which Indian board you sat. The table below is built from each university's own English-requirement page; course pages can set higher bars, especially in law, medicine, nursing, education and journalism.
A word on expectations: an MOI exemption is discretionary, not automatic. Trinity's policy says exemptions are "considered" by the course director and admissions team only after a complete application, and UCD says other evidence "may be taken into account at the discretion of the relevant Governance Board". Indian applicants with strong marks from well-known universities get them routinely; applicants with weaker transcripts or from institutions the admissions team cannot verify are often asked for a test anyway. Budget the time and money for a test as a fallback.
Which Irish universities accept MOI, Duolingo or 12th-board English instead of IELTS?
Scores are the standard entry level for most programmes at each university as published on its English-requirements page; some courses ask for more. "MOI" means a formal letter from your previous institution stating that your degree was delivered wholly through English.
| University | IELTS standard (for comparison) | Duolingo | PTE Academic | TOEFL iBT | Non-test routes |
|---|---|---|---|---|---|
| Trinity College Dublin | 6.5 (6.0 each) Band B | 120 overall (100 each) | 69 (59 each) | 90 (21 each); 4.5 on the new scale | Postgraduate MOI exemption on request to the course director with a formal letter; CELLT pre-sessional for near-misses |
| University College Dublin | 6.5 (6.0 each) | 120 (110 each) | 63 (59 each) | 90 (W21, 19 others); 4.5 new scale | CBSE/ISC Class XII English at 80% for undergraduates; degree through English may be accepted at school discretion |
| University College Cork | 6.5 overall (6.0 each); a few programmes higher | 120 (110 each) | Accepted | 90 (L20 R19 S21 W20); 4.5 new scale | Degree exemption only if taught in a country on UCC's list of English-primary countries (India is not listed); otherwise a discretionary waiver for 2+ years of professional practice through English in such a country, confirmed in writing by the employer, plus written work and/or interview |
| University of Galway | 6.5 (6.0 each); 7.0 for some courses | Not listed in Galway's recognised-tests table; check the English Language Centre page and your course page | 63 (59 each); 65 (61) where 7.0 applies | 88 (L18 R18 S21 W22); 95 where 7.0 applies | Indian Standard XII English at 70% (75%+ for 7.0 courses) from CBSE, CISCE, Karnataka, Maharashtra, Tamil Nadu and West Bengal boards, valid 7 years, DigiLocker verified; many other state boards not accepted |
| University of Limerick | 6.5 Academic (6.0 each) | 120 (110 each); interview possible | 61 (59 each) | 90 | Certified confirmation of a primary or master's degree taught through English from a country where English is an official language (India qualifies); pre-sessional at UL Language Centre |

All checked 26 Sep 2026. Most tests must be issued within 2 years of the course start at Trinity, UCD, UCC and Galway (UCC says only certain tests carry this limit); check UL's page for its own rule. Galway allows 7 years for school-leaving English.
How does the medium-of-instruction (MOI) waiver work for Indian graduates?
An MOI letter is a document on your university's letterhead, signed by the registrar or controller of examinations, stating that your bachelor's (or master's) programme was taught and examined wholly through English. Trinity's wording is specific: the letter must state that the prior degree was "delivered wholly through English", and the request goes to the course director after you have submitted a complete application. UL's policy adds a geographic condition, "from a country where English is an official language", which India meets. UCC's published route is narrower: its degree exemption covers only degrees taught in countries on its own list of English-primary countries, and India is not on that list, so an Indian MOI letter is not the UCC route. Its discretionary waiver is for applicants with at least 2 years of professional practice through English in such a country, verified in writing by the employer, plus a written piece of work and/or an interview.
Practical points for Indian applicants: get the letter before you apply, because exemption requests are only considered on complete files; make sure it names the degree, the years and the words "medium of instruction: English"; and attach your Class X and XII English marks as supporting evidence. Graduates of Indian universities whose transcripts are bilingual or whose institution is hard to verify are more likely to be asked for a test. If a course lists a Band C or IELTS 7.0 requirement (Trinity MBA, law, some health programmes), expect the exemption to be refused and plan for a test.
The MOI route saves the IELTS test fee and the time spent booking and waiting for a test, but it does not shorten the visa process. Keep a copy of the exemption email from the university with your visa documents so the visa officer can see how the English requirement was met.
English requirement for the Ireland study visa: the immigration minimum
Immigration Service Delivery publishes a separate minimum for visa purposes. It is lower than any university's requirement, so an offer that met the university's English bar almost always meets the visa bar, but the certificate must be one of the listed tests or your college must confirm how English was assessed.
| Test | Visa minimum for degree and other courses | Visa minimum for foundation / preparatory English |
|---|---|---|
| IELTS Academic (or UKVI IELTS) | 5.0 | 4.0 |
| Duolingo English Test | 75 | 55 |
| PTE Academic | 30 | 30 |
| TOEFL iBT (incl. Home Edition) | 61 | 47 |
| Cambridge English | Pass in First (B2) | Pass in Preliminary (B1) |
| Oxford Test of English | 100 | 81 |
| LanguageCert Academic | 60 | 40 |
| ETAPP / IELCA / Skills for English | B2 | B1 |

How to apply to study in Ireland without IELTS: step by step
Check the course page, not just the university page
Find the exact English line for your programme. If it says Band B / IELTS 6.5 with no note excluding exemptions, an MOI request or an alternative test is realistic. If it says 7.0 or names a professional body (law, nursing, teaching), plan for a test.
Choose your route
Graduates of English-medium Indian universities: request an MOI letter. Class XII students with 80% (CBSE/ISC) or 70% (Galway's accepted boards) in English: use the board route at UCD or Galway. Everyone else: book Duolingo or PTE Academic, both of which return results within a few days and cost less than IELTS; check the current fee on the test provider's India page.
Get the MOI letter worded correctly
Letterhead, registrar's signature and seal, your name and enrolment number, degree title, years, and the sentence that the programme was taught and examined wholly through English. Scan it in colour.
Submit a complete application first
Trinity and UCD only consider exemptions on complete files. Upload transcripts, references, statement of purpose and the MOI letter, then email the course director or international office requesting the exemption.
Have a test booked as a fallback
If the exemption is refused or comes with a condition, a Duolingo date within 2 weeks keeps your offer alive without missing the visa window. Share Duolingo scores with the institution directly from the Duolingo site as Trinity requires.
Carry the English evidence into the visa file
Include the test certificate or the university's exemption confirmation and your acceptance letter. The visa officer applies the immigration minimum (IELTS 5.0 or equivalents), which your university evidence will exceed.
Where "without IELTS" goes wrong for Indian applicants
- State-board English at Galway: the university lists CBSE, CISCE, Karnataka, Maharashtra, Tamil Nadu and West Bengal boards but explicitly does not accept Class XII English from students of Punjab, Haryana, Uttar Pradesh, Gujarat, Rajasthan, Uttarakhand, Odisha, Jharkhand, Assam, Bihar, Goa, Himachal Pradesh, Madhya Pradesh, Jammu and Kashmir and the north-eastern states, who must take a test.
- Expired evidence: most universities require test results within 2 years of the course start (UCD counts from 1 February two years before the September intake); an IELTS from your bachelor's application in 2023 will not do for 2027.
- Single-sitting rule: UCD assesses one sitting only, so you cannot combine the best bands of two IELTS attempts; IELTS One Skill Retake is accepted at UCC and Trinity but UCD says retake scores are not accepted.
- General IELTS: UL and the visa require Academic IELTS; General Training scores are not accepted for study.
- Distance or part-time Indian degrees, and degrees where the MOI letter is issued by a college rather than the awarding university, are the exemption requests most often refused.
- Duolingo at the visa stage: ISD accepts Duolingo 75 for degree courses (55 for foundation and preparatory English); keep a copy of the ISD English-requirements page with your file.
IELTS 5.0 gets a visa, not a degree
Frequently asked questions
Which universities in Ireland accept students without IELTS?
Trinity, UCD and UL consider medium-of-instruction exemptions for degrees taught wholly in English (UCC does not list India for degree exemptions); UCD accepts 80% in CBSE or ISC Class XII English for undergraduates; University of Galway accepts 70% Class XII English from CBSE, CISCE and four state boards; and all five accept PTE or TOEFL instead of IELTS, with Duolingo accepted at Trinity, UCD, UCC and UL but not listed by Galway.
Which English tests does Ireland accept for a study visa instead of IELTS?
No. Immigration Service Delivery accepts any listed test at its minimum: IELTS Academic 5.0, Duolingo 75, PTE Academic 30, TOEFL iBT 61, Cambridge B2 or LanguageCert Academic 60, issued within 2 years of your course start. Your university's evidence of English is usually higher and satisfies the visa.
What Duolingo score is needed for Ireland?
Trinity, UCD, UCC and UL require a Duolingo English Test score of 120, with Trinity asking for at least 100 in each subscore and UCD, UCC and UL at least 110; University of Galway does not list Duolingo, so check its English Language Centre page. The visa minimum is 75. Results arrive within a few days; check the current fee on Duolingo's site.
Is PTE accepted in Ireland instead of IELTS?
Yes at every university and for the visa. Standard entry is PTE Academic 61 with 59 in each section at UL, 63 (59) at UCD and Galway, and 69 (59) at Trinity; courses that ask IELTS 7.0 want PTE 65–75. The visa minimum is 30.
Can I get an MOI waiver for a masters in Ireland with an Indian degree?
Often, yes. Trinity, UCD and UL consider a formal letter from your university stating the degree was taught wholly through English; UL specifies the country must have English as an official language, which India does. The decision is discretionary and made per course, so have a test booked as backup.
Is 12th-class English accepted instead of IELTS in Ireland?
At UCD, 80% in CBSE, AISSCE or ISC English satisfies the undergraduate requirement. University of Galway accepts 70% (75% for IELTS 7.0 courses) from CBSE, CISCE, Karnataka, Maharashtra, Tamil Nadu and West Bengal boards, verified through DigiLocker, but excludes many other state boards. Trinity accepts Indian Standard XII for admission but wants a separate English proof.
How long is an English test valid for Irish universities?
Most tests must be no more than two years old at the course start: Trinity, UCD, Galway (IELTS, PTE, TOEFL) and UCC (IELTS, PTE, Duolingo, TOEFL) state 2 years, though UCC says only certain tests carry that limit and Cambridge, LanguageCert and Oxford results have none. Check UL's page for its rule. The visa certificate must be within 2 years of your course start. UCD specifies that for September 2026 entry results must date from 1 February 2024 or later. Galway allows school-leaving English results up to 7 years old.
What if I do not meet the English requirement for my Irish offer?
Most universities run pre-sessional English programmes: Trinity's CELLT pre-sessional summer programme takes IELTS 6.0 overall (5.5 in each band) or 6.5 overall (6.0 in each band) depending on route, Galway requires 70% overall in its pre-sessional, and UL and UCD run pathway courses. Trinity's 10-week CELLT programme costs €3,450 (about ₹3.76 lakh), paid in advance; other programmes are priced separately and add several weeks, and you must still meet the visa minimum to enter Ireland.
