You do not need IELTS to study in the USA. The F-1 visa has no English-test requirement, and universities set their own rules: most accept TOEFL iBT (80 on the old scale, 4 on the 1–6 scale used since January 2026), the $70 Duolingo English Test (105 at Arizona State and UT Dallas, 115 at Purdue) and PTE Academic (60 at Arizona State, 67 at UT Dallas) as equals to IELTS 6.5. Many also waive the test for a degree taught and examined in English, and UT Dallas lists India among countries whose citizens need no English test at all.
Is IELTS mandatory to study in the USA?
No. There are two gates, and IELTS is compulsory at neither. The first is the university, which decides what evidence of English it wants before admitting you and issuing the Form I-20. The second is the US consulate, which issues the F-1 visa: the State Department's requirements are the I-20, the SEVIS fee, the DS-160, the visa fee and an interview; no English test score is listed, although the interview is conducted in English and the officer must be satisfied you can cope with the course.
US universities therefore accept whatever they choose, and almost all accept more than one test. TOEFL iBT has been the traditional US standard, Duolingo English Test acceptance spread rapidly after 2020 because it is cheap and taken at home, and PTE Academic is accepted at a growing list of universities. Most publish these as equivalents to IELTS 6.5 for graduate admission. In addition, a large share of universities waive testing altogether for applicants whose previous degree was taught and examined in English, and a smaller group, UT Dallas among them, treat citizens of India as meeting the requirement without any test.
The practical consequence for an Indian applicant is that "without IELTS" is not a category of university; it is a set of alternatives available at nearly every university. The right question is which alternative each of your shortlisted programmes accepts, and whether your Indian degree qualifies you for a waiver.
Which English tests do US universities accept instead of IELTS? Minimum scores in 2026
Published general minimums for international admission read on 26 September 2026; individual programmes can ask for more. TOEFL iBT moved to a 1–6 band scale for tests taken from 21 January 2026 (ASU, Purdue) or after 26 January 2026 (UT Dallas), so both scales are shown.
| University and level | TOEFL iBT (old / new scale) | Duolingo English Test | PTE Academic | IELTS equivalent |
|---|---|---|---|---|
| Arizona State University, graduate | 80 / 4 | 105 | 60 (not PTE Online) | 6.5 |
| UT Dallas, graduate | 80 / 4 (PBT 550) | 105 | 67 | 6.5 |
| Purdue University, graduate | — / 4.0 overall (Writing 4.0, Speaking 3.5, Listening 3.5, Reading 4.0) | 115 with 115 in each subscore | Not listed | 6.5 (Reading 6.5, Listening 6.0, Speaking 6.0, Writing 5.5) |
| Purdue University, undergraduate | 88 with 20 per section / 4.5 with 4.0 per section | 115 with 110 in each subscore | Not listed | 6.5 with 6.0 in each section |
| University of Illinois Urbana-Champaign, undergraduate | Accepted; required unless Grades 10–12 were in an approved English-speaking country | Accepted | Not listed | IELTS accepted (the Illinois page does not specify IELTS Academic or IELTS Indicator) |

How to get admitted to a US university without IELTS: step by step
Check the exact English policy of each programme, not the university
Graduate admission pages give the general minimum (ASU, UT Dallas and Purdue all publish theirs), but departments can require higher scores or refuse a particular test. Read the programme page and email the graduate coordinator if the policy is unclear.
Decide between a waiver and an alternative test
If your bachelor's was taught and examined entirely in English, ask your Indian college for a medium-of-instruction letter on letterhead, dated, signed and stating that English was the sole medium of instruction and examination. If a programme will not waive, choose Duolingo for speed and cost, TOEFL for the widest acceptance, or PTE where listed.
Book the test 3–4 months before the application deadline
Duolingo results arrive in 2 days and can be retaken; TOEFL and PTE need a test-centre slot in your city. Scores must be under two years old at the universities checked, but the reference date differs: ASU counts to the programme start date, UT Dallas to the time of admission and Purdue graduate to when the admission recommendation is received. Do not test too early either.
Submit the waiver request or scores with the application
ASU only reviews exemption requests after you have applied, through its Medium of Instruction form, and asks you to wait up to 72 hours after applying before submitting it. UT Dallas does not ask for an exam if either its country or its medium-of-instruction condition applies; confirm in your application portal. Send official scores electronically (TOEFL institution codes: ASU 4007, UT Dallas 6897).
Keep the evidence for the visa interview
The consular officer may ask how you were admitted without a test; carry the MOI letter or your alternative-test score report with your I-20. The interview itself is in English and is the real language check for the visa.
Plan for programme-level conditions after arrival
Some universities place students admitted on waivers into an English placement test or a writing course in the first semester. This does not affect the visa, but budget the credits and time.
Who qualifies for an English-test waiver at US universities?
- Citizens of countries a university recognises as English-speaking: UT Dallas includes India on its list, alongside Australia, Canada (excluding Quebec), Ireland, Nigeria, Singapore, South Africa and the UK. Most other US universities do not include India, so check each list.
- Graduates of institutions where English was the sole medium of instruction: ASU accepts a letter on official letterhead or a link to the institution's website; UT Dallas accepts a bachelor's or master's earned through instruction and examination in English. Indian universities that teach in English qualify in principle; the letter must say so explicitly.
- Holders of a degree from an English-speaking country: Purdue waives the requirement for a degree earned within the last 36 months from an institution in an English-speaking country, ASU for any bachelor's or higher from a US institution or from a country on its list.
- Students with US coursework: ASU waives for nine or more graduate credits or 90 undergraduate credits at a regionally accredited US institution with a 3.0 GPA, or four years of US high school.
- Undergraduates with strong SAT or ACT English: Purdue Undergraduate Admissions accepts SAT Evidence-Based Reading and Writing of 600 or above or ACT English 26 or above as evidence of English proficiency, and may consider three or more years in an English-taught curriculum with a B or better in English alongside strong overall performance. Purdue does not present these as automatic waivers.
- Completers of the university's own pathway: ASU's Global Launch programmes and ELS Level 112 (UT Dallas) are accepted by participating programmes in place of a test.
Should you skip IELTS, or just take a different test?
For most Indian applicants the cheapest defensible route is a medium-of-instruction letter plus a Duolingo score. The letter costs nothing and satisfies a large share of graduate programmes; the $70 Duolingo test covers the programmes that insist on a score, and its 2-day turnaround means you can retake it before a deadline. TOEFL remains the safest single test if you are applying to ten or more programmes across selective universities, because every one of them accepts it and some departments still prefer it over Duolingo for teaching assistantships.
Two cautions. First, waivers are decided by the admitting department, not by an agent or a general rule, so an offer that says "IELTS not required" from a third party is worth nothing until the university's own admissions page or written confirmation says so. Second, English competence is tested again at the visa window and in the classroom: a student who scrapes through on a waiver and cannot follow lectures or the consular interview has saved ₹17,000 and risked the whole plan. Take an English course if you need one, whichever test you choose.
Finally, do not confuse admission requirements with teaching-assistantship requirements. Many graduate schools require a separate spoken-English screening or a minimum speaking sub-score before a student can be paid to teach, regardless of how they were admitted. If funding depends on a TA position, check that requirement before deciding to skip the test.

Frequently asked questions
Can I study in the USA without IELTS?
Yes. The F-1 visa has no English-test requirement, and universities accept alternatives: TOEFL iBT (80, or 4 on the new scale), Duolingo (105 at Arizona State and UT Dallas, 115 at Purdue), PTE Academic (60–67), or a medium-of-instruction waiver for a degree taught and examined in English. UT Dallas treats Indian citizens as meeting the requirement with no test at all.
Which US universities accept Duolingo English Test in 2026?
Among those whose pages we checked on 26 September 2026: Arizona State University (graduate minimum 105), UT Dallas (105), Purdue University (115 with 115 in each subscore for graduate, 110 in each for undergraduate) and the University of Illinois Urbana-Champaign for undergraduates. Duolingo's own site lists thousands of accepting institutions; the test costs $70 and results arrive in 2 days.
Is TOEFL or IELTS better for the USA?
Both are accepted almost everywhere in the US at equivalent levels, typically TOEFL 80 (4 on the scale used since January 2026) alongside IELTS 6.5. TOEFL is the traditional US standard and some departments prefer it for teaching assistantships; IELTS is more widely available in Indian cities. Choose whichever you score higher on in practice tests.
Do US universities accept a medium-of-instruction certificate from India?
Many do, on their own terms. Arizona State accepts a bachelor's or higher from an institution where English was the sole language of instruction, with a letter on letterhead or a website link, submitted after you apply. UT Dallas accepts a degree earned through instruction and examination in English and, separately, recognises India as an English-speaking country. Others refuse MOI letters entirely, so check each programme.
Is an English test needed for the US F-1 visa interview?
No. The State Department lists the I-20, SEVIS fee receipt, DS-160, visa fee and interview as the requirements; there is no test score. The interview is conducted in English, though, and the consular officer must be satisfied you can follow your course, so admission without a test does not remove the need to speak English confidently at the window.
What TOEFL score is equal to IELTS 6.5 for US universities?
Universities publish their own equivalences: Arizona State and UT Dallas pair IELTS 6.5 with TOEFL iBT 80 on the old 0–120 scale and 4 on the 1–6 scale used for tests from January 2026; Purdue pairs IELTS 6.5 (with Reading 6.5, Listening 6.0, Speaking 6.0, Writing 5.5) with TOEFL 4.0 overall for graduate admission and 88 or 4.5 for undergraduates.
How much does the Duolingo English Test cost in India?
Duolingo prices the test at $70, about ₹6,700, paid online; you take it from home in about an hour with a webcam and passport and receive results in 2 days. That compares with the TOEFL and PTE India fees, which you should check on the ETS and Pearson fee pages, plus TOEFL rescheduling ($69) and additional score report ($29 each) charges.
Do I need IELTS for a US bachelor's after 12th if I studied in an English-medium school?
It depends on the university. Purdue accepts SAT Evidence-Based Reading and Writing 600+ or ACT English 26+ as evidence of English proficiency, and may consider three or more years in an English-taught curriculum with a B or better in English, though neither route is an automatic waiver. Illinois requires TOEFL, IELTS or Duolingo unless Grades 10–12 were completed in an approved English-speaking country, and states the requirement cannot be waived.
