Free checklist for Indian students
Yes, Indian students can study in the UK without IELTS, but only at degree level and above. GOV.UK lets a Higher Education Provider assess your English itself for bachelor's and master's courses, so a medium-of-instruction (MOI) letter, 12th-board English marks or a university interview can replace IELTS for both admission and the visa. Below degree level, and at universities that choose not to waive, you must pass a Secure English Language Test at CEFR B1 or B2.
Two different questions: does the university need IELTS, and does the visa?
Most confusion about "UK without IELTS" comes from mixing up two decisions made by two different bodies. The university decides what English evidence it needs to admit you. UK Visas and Immigration (UKVI) decides what evidence it needs to grant the Student visa. For courses at degree level and above the two collapse into one, because GOV.UK states that your Higher Education Provider "can assess your level of English themselves", provided the standard is equivalent to CEFR B2. The university records its assessment on your CAS and UKVI accepts it.
That is why a university can admit you on a medium-of-instruction letter and the visa still goes through. It is also why the waiver is never a lowering of the standard: the university is certifying that you are at B2, the level a competent independent user reaches, by a route other than a test. If it gets that wrong repeatedly it risks its sponsor licence, so universities apply their waiver rules strictly and publish them per country.
Below degree level the rule is different. For foundation years, diplomas, pre-sessional English courses and anything at RQF level 3 to 5, UKVI requires a Secure English Language Test (SELT) at CEFR B1 taken at an approved centre. No MOI letter can replace it, whatever the college says.
Ways to study in the UK without IELTS: what universities accept instead
Each route is a form of the university's own assessment. The cut-offs vary by university and often by which Indian board or university you attended; the numbers below are the two 2026-27 examples read from official course pages and the GOV.UK level, not a universal rule.
| Route | How it works | Who it suits | What to watch |
|---|---|---|---|
| Medium of instruction (MOI) letter | Your Indian university certifies your degree was taught and examined in English; the UK university treats it as B2 evidence | Master's applicants with a recent English-medium degree | Many universities limit MOI to recently completed degrees and to specific institutions; check the university's India requirements page |
| 12th-board English marks | CBSE, ISC or state-board English score above the university's threshold | Bachelor's applicants and some master's applicants | Thresholds are set per board and published on the university's India page; a low score means a test |
| University's own English test or interview | Online test or video interview run by the admissions team | Applicants whose MOI or board score falls just short | Free, but only valid for that university |
| Pre-sessional English course | A course at the university before the degree, typically a few weeks to 3 months; passing it meets the condition | Applicants with IELTS 5.0–6.0 who need 6.5 | Extra fee and living costs; the visa for the pre-sessional itself needs B1 evidence that is not the university's own assessment (usually a SELT such as IELTS for UKVI) unless you already meet B2 |
| University-accepted tests that are not SELTs | Duolingo English Test, TOEFL iBT, PTE Academic (non-UKVI), Cambridge C1 Advanced | Applicants who prefer an at-home or cheaper test | Accepted as the university's own assessment for degree-level courses only; not valid for below-degree visas |
| IELTS Academic (not for UKVI) | Standard IELTS; the university accepts it as its own evidence | Anyone who already holds a score | Fine for degree-level courses; only IELTS for UKVI counts as a SELT |
| Typical IELTS if no waiver applies | Teesside MSc: 6.0 overall; Coventry MSc: 6.5 overall, no band below 5.5; Strathclyde MBA: 6.5 | Reference points for 2026-27 | Higher for law, medicine, nursing, teaching |

Which English tests count for the UK student visa? SELT versus university-approved tests
A SELT is a test on the Home Office approved list, sat at an approved location, awarded within two years of your visa application. Only these satisfy UKVI directly. Everything else works only when a university at degree level accepts it as its own assessment.
| Test | SELT for the visa? | Where accepted | Notes |
|---|---|---|---|
| IELTS for UKVI (Academic) | Yes | India and UK approved centres | Taken at a Home Office-approved centre; the only IELTS version that counts as a SELT |
| IELTS Academic (standard) | No | Universities at degree level, as their own assessment | Not valid for below-degree visa applications |
| PTE Academic UKVI | Yes | India and UK approved centres | Computer-based, results in about 2 days |
| PTE Academic (standard) | No | Universities at degree level | Widely accepted by UK universities |
| LanguageCert Academic SELT / International ESOL SELT | Yes | India and UK approved centres | Taken at approved SELT test centres; 200+ locations worldwide |
| Skills for English UKVI (PSI Services) | Yes, outside the UK only | Approved centres outside the UK | B1/B2 aligned; common for below-degree courses |
| Trinity College London ISE / GESE | Yes, inside the UK only | UK centres | Used mainly by applicants already in the UK |
| Duolingo English Test, TOEFL iBT | No | Universities at degree level, as their own assessment | Cheap and at home; check the university accepts them for your course |
| IELTS for UKVI Life Skills | Yes, but not for study | Family and settlement routes | Speaking and listening only; universities do not accept it |

Who can and cannot skip IELTS for a UK student visa
- Can, via the university's assessment: master's and bachelor's applicants at a Higher Education Provider that has approved an MOI letter, board marks, interview or non-SELT test and states so on the CAS.
- Can, without any test: citizens of the majority-English-speaking countries on the GOV.UK list (Australia, Canada, USA, Ireland, New Zealand, Malta and several Caribbean states); holders of a UK GCSE, A level or Scottish Higher in English; graduates of a degree taught in English and assessed as equivalent by Ecctis. Indian nationals are not on the nationality list, so the university route is the one that matters.
- Cannot skip a SELT: foundation-year, HND, diploma, A-level, and standalone English-course applicants, whose courses are below degree level. UKVI requires a B1 SELT such as IELTS for UKVI, PTE Academic UKVI, LanguageCert or Skills for English UKVI.
- Cannot skip a SELT: applicants to a private college or pathway provider that is not a Higher Education Provider with a track record, even for a degree-level course. Check the sponsor's status if the college is not a university.
- Cannot skip, in practice: courses regulated by professional bodies. An MSc Nursing may admit you on a waiver, but registration with the Nursing and Midwifery Council requires the council's own English language evidence (an accepted test, a nursing qualification taught and examined in English, or recent practice in English); medicine, dentistry and teaching similarly.
- Applicants who have been in the UK on a visa for 12 months or more are exempt from showing money, but not from the English requirement; the university still records its assessment on the CAS.
How to get a UK admission and visa without IELTS: step by step
Shortlist universities that publish an India waiver policy
Look for "English language requirements — India" on the university site. It will state accepted boards, minimum English marks and whether an MOI letter is accepted, and for which degrees and graduation years.
Get the MOI letter on letterhead
Issued by your college registrar or controller of examinations, stating that the medium of instruction and examination for your degree was English, with your enrolment number and years of study. Get it before you apply; it can take weeks in Indian universities.
Apply and ask for the waiver in writing
Upload the MOI letter and marksheets with the application and state in the form or a covering email that you are requesting an English waiver. The offer letter will either confirm English is met or set an IELTS condition.
Take the university's test or interview if offered
Some universities run a short online test or a video interview when the MOI is borderline. Prepare as you would for a speaking test; a weak interview can revoke a waiver.
Check the CAS statement
The CAS must state how the university assessed your English. If it lists a SELT you never took, or leaves the field blank, stop and ask the university to correct it before you apply for the visa.
Apply for the Student visa as normal
Pay £558 plus the health surcharge, upload your CAS and funds, and give biometrics. UKVI does not ask for a separate English certificate when the CAS carries the university's assessment for a degree-level course.
Prepare for the credibility interview
Visa officers may test spoken English informally in a video interview about your course and funding. Answer in clear English; a waiver on paper does not help if you cannot explain your own study plan.
A waiver saves the test fee, not the standard
Frequently asked questions
Can I study in the UK without IELTS?
Yes, at degree level. GOV.UK allows a Higher Education Provider to assess your English itself for bachelor's and master's courses, so a medium-of-instruction letter, 12th-board English marks or a university interview can replace IELTS. Below degree level you must pass a Secure English Language Test at CEFR B1.
Can I get a UK student visa without an IELTS score?
No, not for degree-level courses. The university records its own English assessment on your CAS and UKVI accepts it at CEFR B2. IELTS becomes mandatory only where the course is below degree level, or where the university itself insists on a test; then only IELTS for UKVI or another approved SELT counts.
What is an MOI letter and which UK universities accept it?
A medium-of-instruction letter is a statement from your Indian university that your degree was taught and examined in English. Many UK universities accept it for master's admission, often only for recently completed degrees and from listed institutions. Each publishes its rule on its India requirements page.
What is the difference between IELTS Academic and IELTS for UKVI?
IELTS for UKVI is the version delivered at Home Office-approved centres, and it is the only IELTS version that counts as a SELT for the visa. Universities accept either for degree-level courses; below degree level you need the UKVI version. Check the IELTS test provider's page for how the two differ in booking and fees.
Which tests are accepted for a UK student visa instead of IELTS?
The approved SELTs for applicants in India are IELTS for UKVI, PTE Academic UKVI, LanguageCert Academic or International ESOL SELT, and Skills for English UKVI. Results must be from an approved centre and awarded within 2 years of applying. Duolingo and TOEFL are not SELTs but many universities accept them at degree level.
Can I do MSc Nursing in the UK without IELTS?
A university may admit you on a waiver for degree-level study, but registration to practise as a nurse with the Nursing and Midwifery Council requires the council's own English evidence, so most nursing applicants take a test anyway. Check the NMC requirements before choosing a course on the strength of a waiver.
What IELTS score do UK universities usually ask for?
Where a test is required, 6.0–6.5 overall is typical for master's courses: Teesside asks 6.0 for MSc Computer Science and Coventry 6.5 with no band below 5.5. Strathclyde's MBA requires 6.5, and professional courses can ask for more, so check the course page. Some universities consider applicants slightly below the score if they take pre-sessional study.
Can I study a foundation year in the UK without IELTS?
No. Foundation years, diplomas and other courses below degree level require a Secure English Language Test at CEFR B1 for the Student visa, and universities cannot self-assess English for them. The only exception is a foundation year embedded in a degree-level programme sponsored by the university itself.
