You can study in Germany without IELTS, but not without an English test: German universities accept TOEFL iBT, Cambridge C1 Advanced and, at some, PTE Academic or Duolingo for English-taught programmes, while the German missions in India require a recognised certificate at roughly C1 level for direct degree entry and state that Duolingo, PTE and TOEFL Home Edition are not recognised for visa applications in India. Medium-of-instruction letters are explicitly refused by the visa section. The routes that truly avoid IELTS are therefore TOEFL iBT or Cambridge taken in a test centre, a German-taught programme with a Goethe, telc, TestDaF or DSH certificate (Goethe C2 is the one most universities recognise), or a university that individually tests your English and confirms it for the visa.
Can you study in Germany without IELTS? Two gates, two answers
There are two separate gates and Indian applicants routinely confuse them. The first is university admission: German universities set their own English requirements for English-taught programmes, and the certificates differ by programme. For its own scholarship applications the DAAD names Cambridge English, IELTS, ISE, TOEFL iBT, TOEFL Essentials, TOEIC, PTE Academic, onSET English and the Duolingo English Test as examples of English proof, but that list is for DAAD scholarship applicants, not a list of what every university accepts: DAAD itself tells applicants to check each programme's website. Many universities also accept a medium-of-instruction (MOI) letter from an Indian university or waive the test for applicants with an English-medium degree. At this gate, "without IELTS" is easy.
The second gate is the visa, and it is stricter in India than almost anywhere else. The German missions in India state that for direct entry to a bachelor's or master's the required level is generally C1 regardless of whether the course is in German or English, that knowledge must be proven by a recognised certificate such as IELTS or a test from an ALTE member, and that Duolingo, Pearson PTE and TOEFL Home Edition are not recognised for applications in India. Their FAQ goes further: a university confirmation counts only if the university individually tested your language skills and confirms it for your case, and applicants are told not to submit exemption letters or language-of-instruction certificates because the visa section will not consider them.
So the honest answer is: you can avoid IELTS, but not a test. The workable substitutes for the visa are TOEFL iBT taken in a test centre (TOEFL is on the missions' own checklist), Cambridge C1 Advanced or C2 Proficiency (Cambridge is an ALTE member and on the checklist), a university that runs and certifies its own English assessment, or switching to a German-taught programme where a Goethe, telc, TestDaF or DSH certificate replaces English proof entirely.
English test alternatives to IELTS for Germany: what works where
Score equivalences are the CEFR bands the tests publish (TOEFL iBT reports use a 1–6 band scale since 21 January 2026, with a comparable 0–120 total shown until January 2028); the C1 column reflects what the visa section in India says it expects for direct degree entry, and the university column what programmes typically ask. Always check the specific programme page and the current mission page before booking.

Universities in Germany and what they ask instead of IELTS
German universities publish English requirements per programme and almost all list at least one IELTS alternative. The rows give the pattern by institution type, using TUM's published minimum as the anchor; treat the others as the ranges you will meet and confirm on the programme page.
| Institution type / example | English requirement pattern | IELTS-free options | Notes for Indian applicants |
|---|---|---|---|
| TUM (Technical University of Munich) | IELTS 6.5 overall or TOEFL 88; Cambridge accepted | TOEFL iBT in centre (88), Cambridge C1 Advanced. For TUM admission only (not the India visa): PTE Academic or PTE Academic Online at 65+, TOEFL iBT Home Edition at 88, or English as the language of instruction in at least 50% of your prior programme | Programme-specific; tuition €4,000–6,000 a semester for master's |
| Other technical universities (RWTH Aachen, KIT, TU Berlin, Stuttgart, Darmstadt) | IELTS 6.0–7.0 or TOEFL 80–100 depending on programme | TOEFL iBT, Cambridge; some accept PTE for admission | RWTH does not accept TOEFL MyBest scores; the minimum must be reached in a single test session |
| Universities of applied sciences (Hochschulen) | Often B2 for admission: IELTS 6.0, TOEFL 80, PTE 59, Duolingo 105–110 | PTE, Duolingo, TOEFL, Cambridge, MOI at some | For the visa you still need an accepted C1-level test or the university's individual confirmation |
| Private universities and business schools | IELTS 6.5–7.0 or TOEFL 90–95; some accept PTE and Duolingo | TOEFL, Cambridge, PTE, Duolingo, own tests | Fees vary widely by institution, so check the programme page; the visa rule on tests is the same |
| German-taught programmes at any public university | No English test; DSH-2, TestDaF 4, telc C1 Hochschule or Goethe C2 | All of them: no English test at all | Studienkolleg in German needs B1 for the visa; degree entry C1 |
| DAAD-scholarship programmes (EPOS etc.) | DAAD minimum IELTS 6 or TOEFL equivalent; university bar applies | TOEFL | Scholarship holders are exempt from APS but not from language proof |

How to study in Germany without IELTS: the route that gets a visa
The sequence assumes an English-taught master's for the October intake. The critical step is choosing a certificate that clears both gates in one sitting.
Pick the certificate before you pick the university
For an Indian applicant that means TOEFL iBT in a test centre or Cambridge C1 Advanced, both accepted by universities and named on the missions' own checklist. Book early; test-centre seats fill in spring. Aim at the C1 band (TOEFL 95+, which is band 5 on the new 1–6 scale, and Cambridge 180+) rather than the university minimum.
Shortlist programmes in the DAAD International Programmes database
Filter English-taught master's by subject and check each programme's accepted certificates and minimums. Note whether the university runs its own English assessment; if it does and will confirm it individually, that is a second visa-safe route.
Do not rely on an MOI letter for anything but admission
Use it to get an admission or a waiver if the university offers one, but budget for the test anyway: the visa section in India has said it will not consider MOI or exemption letters and may reject an application that offers them in place of a certificate.
Consider German-taught programmes if your English scores are weak
A Goethe-Institut / Max Mueller Bhavan Goethe-Zertifikat C2 (DAAD says C2 is the one usually recognised; Goethe B2 or C1 is accepted only for some programmes), telc C1 Hochschule, TestDaF 4 or DSH-2 replaces English entirely and opens the far larger German-taught catalogue. Starting from zero, allow a long lead time: how long German takes to reach this level varies by learner and there is no official figure.
Complete APS, admission and the blocked account
The language route does not change the rest: APS certificate from New Delhi, admission letter stating the language of instruction, €11,904 blocked account, insurance from arrival.
Upload the certificate in the Consular Services Portal
The certificate must be under a year old. Answer the portal's language questionnaire reading "English" for "German" where your course is English-taught, and answer "yes" to German B2 only if you hold it.
Keep the university confirmation as backup, not substitute
If your admission letter states that the university tested and confirmed your English individually, upload it too. It helps; on its own it is accepted only when it is truly an individual assessment.
Study in Germany without IELTS: pros, cons and traps
- Pro: TOEFL iBT and Cambridge are as widely accepted as IELTS by German universities and appear on the missions' checklist, so switching test costs nothing in options.
- Pro: German-taught study removes the English test entirely and opens most bachelor's programmes and thousands of master's programmes that Indian applicants never see.
- Con: PTE Academic and Duolingo, popular in India because they are cheap and quick, get you admitted but are not recognised by the visa sections in India, so you end up paying for a second test anyway.
- Con: the visa section's C1 expectation is higher than many universities' B2 admission minimum; a TOEFL 80 that satisfies a Hochschule may not satisfy the mission.
- Trap: "no IELTS required" on a university page describes admission, not the visa. Agents who promise a Germany visa with an MOI letter alone are describing a route the missions in India have publicly closed.
- Trap: TOEFL Home Edition is not TOEFL iBT for visa purposes in India; book the test-centre version.
- Trap: certificates older than one year are not accepted in the visa file, so do not sit the test in your third year for a master's you will start two years later.
The safe no-IELTS plan: TOEFL iBT at 95+ (band 5), or German at C2
Frequently asked questions
Can I study in Germany without IELTS?
Yes, but you need another recognised test. German universities widely accept TOEFL iBT and Cambridge, and some also PTE Academic or Duolingo, for admission, while the German missions in India require a recognised certificate at roughly C1 for direct degree entry and do not recognise Duolingo, PTE or TOEFL Home Edition. TOEFL iBT in a test centre or Cambridge C1 Advanced clear both gates.
Is an MOI letter enough for a Germany student visa?
No. The German missions in India state that a university confirmation is only sufficient if the university individually tested your language skills and confirms it for your case, and they tell applicants not to submit exemption letters or language-of-instruction certificates because the visa section will not consider them. An MOI letter may still get you admitted.
Is PTE accepted in Germany for a student visa?
For university admission at some institutions, yes: TUM accepts PTE Academic at 65 or above, and the DAAD lists PTE Academic among the certificates it takes as English proof for scholarship applications, though each programme sets its own list. For the visa, no: the German missions in India state that Pearson PTE is not recognised for applications in India, alongside Duolingo and TOEFL Home Edition. Indian applicants who took PTE usually need a second test such as TOEFL iBT.
What TOEFL score is needed for Germany without IELTS?
TUM asks for TOEFL iBT 88 as the equivalent of IELTS 6.5, and other universities sit between 80 and 100 by programme. Because the missions in India describe C1 for direct degree entry, aim for 95 or above (band 5 on ETS's new 1–6 scale, used since 21 January 2026) in a test centre; the Home Edition is not recognised for visa applications in India.
Can I study in Germany without any English test?
Yes, by choosing a German-taught programme and proving German instead: DSH-2, TestDaF 4, telc C1 Hochschule or a Goethe-Institut / Max Mueller Bhavan certificate at the required level (Goethe C2 is the one most universities recognise). A German-taught Studienkolleg needs B1 for the visa and degree entry generally C1. Most bachelor's programmes in Germany are German-taught anyway.
Which universities in Germany accept students without IELTS?
Almost all of them, in the sense that most English-taught programmes accept TOEFL iBT and Cambridge alongside IELTS (check each programme page), and some Hochschulen and private universities also accept PTE Academic or Duolingo. TUM lists IELTS 6.5 or TOEFL 88. The visa section in India, not the university, is where PTE, Duolingo and MOI letters fail.
How old can my English certificate be for the Germany visa?
The German missions in India's student checklist requires the language certificate to be not older than one year at the time of the visa application. IELTS and TOEFL results are themselves valid for two years, so a test taken more than a year before the visa appointment may be accepted by the university but not by the mission.
Is IELTS required for a DAAD scholarship?
Not IELTS specifically. The DAAD EPOS FAQ gives IELTS band 6 or an equivalent TOEFL score as the usual minimum for English-taught scholarship programmes, and the university's own admission requirement still applies. Scholarship holders are exempt from the APS certificate but must still prove the language of instruction for the visa.
