For English-taught programmes the IELTS Academic band is set per university and programme: TUM publishes 6.5 as its minimum, while RWTH Aachen asks 6.0 for most English-taught master's and 7.0 for Biomedical Engineering, Materials Engineering (International profile) and Transforming City Regions. Check the admission regulation of your own programme. The German missions in India add a second bar: for direct entry to a degree they expect proof at C1 level, which in IELTS terms is a 7.0 band, and they accept IELTS, TOEFL iBT or tests from ALTE members such as Cambridge, but not Duolingo, PTE or TOEFL Home Edition. IELTS is not needed at all for German-taught programmes, where DSH-2, TestDaF 4, telc C1 Hochschule or a Goethe certificate is the requirement.
Is IELTS required for Germany?
Only if you study in English, and even then IELTS is one option among several. Germany has no national IELTS rule: each university writes the language requirement into the admission regulation of each programme. For English-taught degrees that regulation names IELTS Academic alongside TOEFL iBT and Cambridge certificates, and RWTH's regulation also lists PTE Academic, so check each programme page for the tests it takes. For German-taught degrees, which are most bachelor's programmes and a large share of master's, IELTS is irrelevant and the requirement is a German certificate at C1 level: DSH-2, TestDaF 4 in all sections, telc Deutsch C1 Hochschule or Goethe C2, as TUM's list shows.
The band universities ask for depends on the institution and the programme rather than the subject. TUM states IELTS Academic 6.5 overall as its minimum. RWTH Aachen asks IELTS 6.0 for most English-taught master's and 7.0 for Biomedical Engineering, Materials Engineering (International profile) and Transforming City Regions. Universities of applied sciences and private business schools set their own bar programme by programme. TUM and RWTH both state their requirement as an overall band; if your programme also lists section minimums, they will be in its admission regulation.
Indian applicants have a second, independent bar. The German missions in India state that for direct entry to a bachelor's or master's the required level is generally C1 in the study language, proven by IELTS or a test from an ALTE member, with Duolingo, PTE and TOEFL Home Edition not recognised for applications in India and MOI or exemption letters not considered. In IELTS terms C1 begins at band 7.0, so a 6.5 that satisfies TUM may still leave you explaining yourself at the visa interview. The safest target for India is therefore 7.0 overall, or the TOEFL and Cambridge equivalents.
IELTS band requirements for Germany by university type and level
TUM's and RWTH's figures are the minimums they publish. Other universities set the bar per programme, so confirm it on the programme page; the CEFR column shows how the missions in India read each band.
| Programme type | Typical IELTS Academic (overall) | TOEFL iBT equivalent | CEFR level | Visa view (India) |
|---|---|---|---|---|
| TUM, English-taught master's (published minimum) | 6.5 | 88 | B2/C1 boundary | Aim 7.0 to match the C1 expectation |
| RWTH Aachen, most English-taught master's (ÜPO § 3 Abs. 9) | 6.0 | 90 | B2 | Below the C1 the missions describe; university confirmation may be needed |
| RWTH Aachen, Biomedical Engineering, Materials Engineering (International profile), Transforming City Regions (ÜPO § 3 Abs. 10) | 7.0 | 100 | C1 | Meets C1 at 7.0 |
| Universities of applied sciences, private universities and business schools, MBA | Set per programme: check the programme page | — | Varies | Confirm the programme's bar; aim 7.0 to match the C1 expectation |
| English-taught Studienkolleg (preparatory year) | B2-level proof | 72–94 | B2 | B2 is what the missions state for an English-taught Studienkolleg |
| DAAD scholarship programmes (EPOS etc.) | 6.0 minimum per DAAD FAQ | Equivalent | B2 | University and visa bars still apply |
| German-taught programmes (all levels) | No IELTS | — | German C1: DSH-2 / TestDaF 4 / telc C1 / Goethe C2 | German certificate accepted; B1 suffices for a German-taught Studienkolleg |

IELTS alternatives accepted in Germany

IELTS for Germany: rules that trip up Indian applicants
- Take IELTS Academic, not General Training; universities and the missions want the Academic module.
- Timing: IELTS results are valid for two years and TUM states the validity printed on a certificate is not relevant for its applications, but the missions in India accept a certificate only if it is not older than one year at the visa application. A test in your final undergraduate year for a master's starting 18 months later fails the visa check.
- Overall versus section bands: TUM and RWTH state an overall band. Other programmes may add section minimums, so read the admission regulation, not the brochure.
- The visa questionnaire in the Consular Services Portal asks about German; for English-taught courses read "English" for "German" and upload the IELTS certificate. Answer "yes" to German B2 only if you actually hold a German B2 certificate.
- A university confirmation of your English replaces IELTS for the visa only when the university individually tested you and states so; a general statement that the programme is taught in English does not.
- German-taught programmes and Studienkollegs need no IELTS at all. Goethe-Institut / Max Mueller Bhavan, ÖSD and telc certificates are the recognised German tests in India; B1 for a German-taught Studienkolleg, C1-level (DSH-2, TestDaF 4) for degree entry.
- Learning German to B1 even for an English-taught degree pays later: it is the "sufficient German" for the two-year settlement permit and cuts the Blue Card route to permanent residence to 21 months.
Target IELTS 7.0 for Germany, not the university minimum
Frequently asked questions
What IELTS score is required for Germany?
The band is set per university and programme: TUM publishes 6.5 as its minimum, and RWTH Aachen asks 6.0 for most English-taught master's and 7.0 for three programmes. The German missions in India describe C1-level proof for direct degree entry, which corresponds to IELTS 7.0, so Indian applicants should aim for 7.0 rather than the lowest university cut-off.
Which English tests does the German embassy in India accept for the student visa?
A recognised language certificate is mandatory, IELTS is not. The missions in India accept IELTS, TOEFL iBT taken in a test centre, or tests from ALTE members such as Cambridge, and do not recognise Duolingo, PTE or TOEFL Home Edition. For German-taught programmes a Goethe, telc, TestDaF or DSH certificate is required instead.
What is the IELTS requirement at TUM?
TUM lists IELTS Academic with a minimum overall band of 6.5, or TOEFL iBT 88, for English-taught programmes; Cambridge certificates are also accepted. Programme pages may set higher bars. German-taught programmes at TUM require DSH-2, TestDaF 4 in all sections, telc Deutsch C1 Hochschule or Goethe C2.
Is IELTS 6.0 enough for Germany?
For some programmes, yes: RWTH Aachen asks 6.0 for most of its English-taught master's. Other universities set the bar per programme. It is below TUM's 6.5 and below the C1 level the German missions in India describe for direct degree entry, so a 6.0 can leave you with an admission but a harder visa interview. Retake for 6.5–7.0 or add a university individual confirmation.
How long is IELTS valid for Germany?
IELTS results are valid for two years, but universities do not all apply that window: TUM says the validity printed on a certificate is not relevant for its applications and accepts older certificates. The German missions in India, however, require the language certificate in the visa file to be not older than one year, so time the test to fall within twelve months of your visa appointment.
Do I need IELTS for a German-taught programme?
No. German-taught bachelor's and master's programmes require German at C1 level, proven by DSH-2, TestDaF 4, telc Deutsch C1 Hochschule or a Goethe certificate; the DAAD notes that most institutions require at least B2 for German-taught study. A German-taught Studienkolleg needs B1 for the visa. No English test is required.
Can I get a Germany visa with IELTS 6.5?
Usually, yes, when the university admission is based on it and the certificate is under a year old, but the missions in India describe C1 (IELTS 7.0) for direct degree entry, so a 6.5 sits at the boundary. Applicants with 6.5 should make sure the admission letter confirms the language requirement is met and prepare to discuss it at the interview.
Is IELTS required for a DAAD scholarship in Germany?
Not IELTS specifically. The DAAD EPOS FAQ gives IELTS band 6 or an equivalent TOEFL score as the usual minimum for English-taught scholarship programmes, while the host university's own requirement and the visa section's C1 expectation still apply. German-taught programmes need TestDaF or DSH instead.
