You can study in Canada without IELTS because IRCC sets no language test for the study permit and every major university accepts alternatives, though the list differs by university: PTE Academic (63 at Waterloo, 65 at Toronto and UBC), TOEFL iBT, Duolingo English Test (120 at Toronto and Waterloo, 125 at UBC) and, at Toronto and UBC, CAEL (70). Since the Student Direct Stream closed on 8 November 2024, a language test score no longer buys faster visa processing. Waivers for English-medium schooling are decided case by case: UBC counts CBSE or CISCE schooling with at least 75% in senior English, while Toronto does not treat Indian boards as automatic. The post-graduation work permit still requires a test: CLB 7 for degree graduates through IELTS General, CELPIP or PTE Core.
Is IELTS mandatory to study in Canada?
No, and the reason is structural. IRCC's study permit eligibility rules ask for a letter of acceptance from a designated learning institution, proof of funds, admissibility and intent to leave; there is no language test in the list. The only visa-side link to IELTS was the Student Direct Stream, which offered Indian applicants faster processing in return for a qualifying language test score and a CAD 20,635 GIC. SDS closed at 2:00 p.m. ET on 8 November 2024, so for a 2026 application the visa officer is indifferent to which test you took or whether you took one at all.
The requirement lives with the institution, and institutions want proof of proficiency, not IELTS specifically. The University of Toronto, UBC and Waterloo each list five or more accepted tests, and the Ontario colleges that admit most Indian diploma students accept TOEFL, CAEL, PTE and Duolingo alongside IELTS. "Without IELTS" therefore means one of three things in practice: a different test, a waiver based on English-medium education, or conditional admission with an English programme before the degree starts.
One distinction matters for Indian students: universities need IELTS Academic (or an academic equivalent) for admission, while IRCC needs IELTS General Training, CELPIP General or PTE Core for the post-graduation work permit and Express Entry. If you avoid IELTS at admission you will still sit an IRCC-recognised test before you graduate, so plan the two tests as one preparation effort.
Which English tests do Canadian universities accept instead of IELTS?
Undergraduate direct-entry minimums published by three of the universities Indian students apply to most, read on 26 September 2026. Graduate programmes set their own minimums by department; the University of Toronto's School of Graduate Studies requires IELTS Academic, TOEFL, Cambridge C1/C2 or CAEL and sets scores per division.

English waivers for Indian students: what universities actually grant
- University of Toronto: an exemption is possible if you have studied in English for at least four years in one of the countries on its list, or meet other listed criteria; you request it through the applicant portal after applying, and eligibility is decided on your transcripts. The list is published for information only and India is not treated as automatic.
- UBC: several school-type categories satisfy the standard automatically, including Indian secondary school curricula: at least 75% (Indian grading scale) in senior English, at a school affiliated with CBSE or CISCE, pursuing or having completed the SSC or ISC curriculum. This applies to schools using English as the language of instruction; a bilingual school needs a waiver request, and UBC reserves the right to exclude schools. Otherwise you may request an ELAS waiver by 15 February with a letter, transcript and a recommendation emailed by your school; UBC advises meeting the standard by test in case the waiver is refused.
- Waterloo: exemption based on years of full-time education in an English-language school system, documented by the document deadline; ESL programmes do not count towards those years.
- Colleges: many accept a medium-of-instruction letter from an Indian board or university more readily than research universities do, but the policy varies by college and by year, so get it in writing from admissions before you rely on it.
- Graduate programmes: departments at research universities rarely waive the test for Indian degrees unless the applicant completed a prior degree in a listed English-speaking country; the University of Toronto's SGS page lists the accepted tests and says the Academic version of IELTS is the one required.
- Business schools: Rotman asks IELTS 7.0 (6.5 per component) and Ivey IELTS 7.0 or TOEFL, with exemptions for applicants who studied or worked extensively in English; both are decided on the file, not by rule.
How to study in Canada without IELTS: the practical sequence
Decide which alternative test suits you
PTE Academic (computer-marked, fast results) and Duolingo (home-based, cheaper) are the common IELTS substitutes; both are accepted at Toronto, UBC and Waterloo at the scores in the table above. TOEFL scores from 21 January 2026 are reported on a 1–6 scale, so read the new minimums.
Check each programme page, not just the university page
Some programmes set higher minimums than the university standard (for example, Humber's BScN asks IELTS 7.0 with no band below 6.5), so check the programme page. Graduate departments publish their own.
Apply, then request a waiver if you qualify
Toronto's exemption form appears in the portal after you apply; UBC's waiver package is due 15 February with a school recommendation. Prepare the school letter and transcripts in advance, and book a test anyway as insurance.
If you miss the score, take conditional admission
Ask about a pathway: Conestoga ELS (CAD 11,330 for 2 terms), Humber EAP, TMU English Boost (CAD 9,895) or ESL Foundation, UBC Vantage. Confirm the pathway is at a DLI, whether it needs a separate study permit, and how the time counts towards PGWP eligibility.
Plan the IRCC test for the PGWP in your final year
Whatever you used for admission, the post-graduation work permit needs IELTS General Training, CELPIP General or PTE Core at CLB 7 for degree graduates (IELTS General 6.0 in each band) or CLB 5 for college graduates. Book it 2–3 months before graduation; results must be less than 2 years old when you apply.
The catch: you cannot finish in Canada without a language test
Every route that avoids IELTS at admission converges on a test later. Since 1 November 2024 all post-graduation work permit applicants except flight-school graduates must prove English or French: CLB 7 in each of reading, writing, listening and speaking for graduates of university degrees and other university programmes, CLB 5 for college and non-university programmes. IRCC accepts CELPIP General, IELTS General Training and PTE Core, and its conversion table puts CLB 7 at IELTS General 6.0 in every band and CLB 5 at 5.0 listening, 4.0 reading, 5.0 writing and 5.0 speaking.
Express Entry uses the same three tests and the same 2-year validity, and provincial nominee streams set their own language requirements, so check the current Ontario Immigrant Nominee Program streams page. A student who reached Canada with a Duolingo score and never sat an IRCC-recognised test would graduate unable to apply for the PGWP, which is the outcome most Indian students are paying for. Treat the admission test and the PGWP test as two exams in the same subject, taken two to four years apart.

Frequently asked questions
Can I study in Canada without IELTS in 2026?
Yes. IRCC does not require a language test for the study permit, and universities accept PTE Academic (63–65), TOEFL iBT, Duolingo (120–125) as alternatives, and Toronto and UBC also accept CAEL (70); colleges also accept these tests. Waivers for English-medium schooling are possible but decided case by case. You will still need IELTS General, CELPIP or PTE Core for the post-graduation work permit.
Is IELTS required for a Canada student visa?
No. The study permit eligibility rules cover the letter of acceptance, proof of funds (CAD 23,448 living costs plus tuition from 1 September 2026), admissibility and intent to leave, with no language test. The only IELTS-linked visa route, the Student Direct Stream, ended on 8 November 2024, so all Indian applications now follow the regular stream regardless of test.
Which Canadian universities accept PTE instead of IELTS?
All three of the universities Indian students apply to most publish PTE Academic minimums: the University of Toronto and UBC accept 65 overall with 60 in each part, and Waterloo accepts 63 overall with 65 in writing and speaking. Ontario colleges accept PTE at scores equivalent to their IELTS minimum (6.0 for diplomas). Check the programme page for faculty-specific minimums.
Is Duolingo accepted in Canada for admission?
Yes at many universities. The University of Toronto accepts 120 overall with 120 in Production for tests taken from 1 July 2024, Waterloo accepts 120 with 125 in Literacy and Production, and UBC accepts 125 overall with 115 in reading and listening and 120 in writing and speaking. Results must include subscores and be sent through the Duolingo account to the university.
Can I get an IELTS waiver in Canada with an Indian English-medium education?
Sometimes. Toronto grants exemptions after four years of English-medium study in listed countries and assesses other cases after you apply; UBC counts Indian CBSE or CISCE curricula (SSC or ISC) with at least 75% in senior English at a school using English as the language of instruction, and otherwise accepts a waiver request by 15 February with a school recommendation; Waterloo counts years in an English-language school system. Toronto does not treat Indian boards as automatic and UBC can exclude schools, so book an alternative test as a backup.
What happens if my English score is below the requirement?
You can take conditional admission with an English pathway: Conestoga's English Language Studies costs CAD 11,330 for two terms in 2026-27, TMU's English Boost CAD 9,895 for 8 weeks and its ESL Foundation CAD 16,900–32,900, and UBC runs Vantage College for students below its standard. Ontario colleges admit diploma and certificate applicants at IELTS Academic 6.0 with no band below 5.5, and graduate certificate applicants at 6.5 with no band below 6.0, or an accepted equivalent.
Do I need IELTS for the PGWP if I studied in Canada?
You need an IRCC-recognised test, not necessarily IELTS. Since 1 November 2024 PGWP applicants must show CLB 7 (degree graduates) or CLB 5 (college graduates) through IELTS General Training, CELPIP General or PTE Core; IELTS Academic is not accepted. CLB 7 is IELTS General 6.0 in each band, and results must be less than 2 years old when you apply.
Is TOEFL accepted in Canada instead of IELTS?
Yes. From 21 January 2026 TOEFL iBT reports on a 1–6 scale: UBC and Waterloo accept 4.5 overall (Waterloo needs 5 in writing and speaking), and UBC still lists 90 with section minimums on the old scale. The University of Toronto accepts TOEFL iBT including the Home Edition but not TOEFL Essentials, ITP or MyBest scores.
