There is no IELTS requirement for the Canada study permit itself; the bands are set by institutions and, later, by IRCC for work permits and PR. Universities such as Toronto, UBC and Waterloo ask IELTS Academic 6.5 overall with no band below 6.0 (Waterloo wants 6.5 in writing and speaking), business schools such as Rotman and Ivey ask 7.0, and Ontario colleges accept 6.0 with no band below 5.5 for diplomas (6.5 with no band below 6.0 for graduate certificates). The post-graduation work permit needs IELTS General Training at CLB 7 (6.0 in each band) for degree graduates or CLB 5 for college graduates, and Express Entry accepts only the General Training test taken within 2 years.
Who sets the IELTS requirement for Canada?
Three different bodies, with three different tests in mind. Universities and colleges set admission requirements and want IELTS Academic (or an equivalent academic test), because it measures readiness for lectures and essays. IRCC sets requirements for the post-graduation work permit and for Express Entry and wants IELTS General Training, CELPIP General or PTE Core, converted to Canadian Language Benchmarks. Provinces set their own benchmarks for nominee streams, again in CLB. The study permit sits outside all three: IRCC lists no language test among the eligibility requirements, and the Student Direct Stream, which gave faster processing to applicants from India and some other countries, closed on 8 November 2024.
For an Indian student the practical consequence is two tests over the course of a degree. An Academic test before applying, at the band your programme asks, and a General Training (or CELPIP or PTE Core) test in the final year at CLB 7 for degree graduates. A single IELTS Academic score cannot do both jobs: IRCC does not accept the Academic module for the PGWP.
Score validity also differs. Universities typically require the test to have been taken within two years of the programme start, and IRCC requires results less than 2 years old when you apply for the PGWP or enter the Express Entry pool. A test taken in class 12 for a September start is fine for admission but will have expired long before graduation.

IELTS to CLB conversion: the table IRCC uses
IRCC converts IELTS General Training bands to Canadian Language Benchmarks ability by ability; your CLB level is the lowest of the four. This is the table that decides PGWP eligibility and Express Entry language points.
| CLB level | Listening | Reading | Writing | Speaking | Where it matters |
|---|---|---|---|---|---|
| CLB 9 | 8.0 | 7.0 | 7.0 | 7.0 | Unlocks CRS skill-transferability points (education and foreign work experience need CLB 9 on all four abilities); maximum language points need CLB 10 or more |
| CLB 8 | 7.5 | 6.5 | 6.5 | 6.5 | Strong Express Entry profile |
| CLB 7 | 6.0 | 6.0 | 6.0 | 6.0 | PGWP for university graduates; Federal Skilled Worker minimum |
| CLB 6 | 5.5 | 5.0 | 5.5 | 5.5 | Above the college PGWP threshold |
| CLB 5 | 5.0 | 4.0 | 5.0 | 5.0 | PGWP for college and non-university graduates |
| CLB 4 | 4.5 | 3.5 | 4.0 | 4.0 | Below all PGWP thresholds |

Academic or General Training: which IELTS should Indian students book for Canada?
- For admission to a university or college, book IELTS Academic. The University of Toronto's graduate school states the Academic version is the one required, UBC does not accept General, and colleges list Academic in their policies.
- For the post-graduation work permit, Express Entry and provincial nominee streams, book IELTS General Training (or CELPIP General or PTE Core). IRCC does not accept the Academic module for these purposes.
- Ivey's MBA is the exception that accepts either module and notes that Canadian immigration recommends the General test, a useful hint if you want one sitting to serve both admission and a later PGWP application within its 2-year validity.
- Timing: an Academic test in class 12 or the final year of your Indian degree covers admission; a General Training test in your final Canadian year covers the PGWP. Results expire after 2 years for IRCC purposes, so a single early test cannot do both.
- Retakes: Waterloo accepts IELTS One Skill Retake; Toronto, UBC and IRCC (for Express Entry) do not. If you are 0.5 short in one band for Express Entry, you must re-sit the full test; IRCC's PGWP pages do not mention One Skill Retake, so confirm with IRCC before relying on it.
- Alternatives: PTE Academic (63–65), TOEFL iBT (4.5 on the new 1–6 scale), Duolingo (120–125) and CAEL (70) replace IELTS at admission; CELPIP General and PTE Core replace it for IRCC. TOEFL and Duolingo are not accepted by IRCC for the PGWP or PR.
How much does the IELTS band actually change for Indian applicants?
Between a 6.0 and a 6.5 lies the border between college diploma admission and university (or college graduate certificate) admission; between 6.5 and 7.0 lies the border between a research university and its business school. Below 6.0 the realistic routes are conditional admission with an English pathway programme or a college that accepts an equivalent PTE or Duolingo score. Above 7.0 there is no admission advantage, but there is an immigration one: a General Training score at CLB 9 (8.0 listening, 7.0 in the rest) unlocks the Express Entry skill-transferability points (25 for a single post-secondary credential of one year or longer, 50 for a master's degree, a doctorate or two credentials), while the maximum language points need CLB 10 or more.
Bands also interact with scholarships and awards. UBC's International Scholars applicants must meet the English standard by 31 January of the application year, and the University of Calgary's international entrance scholarship is open only to applicants who have satisfied its English requirement. A missing or late score therefore costs money as well as a place.
What the band does not change is the study permit. IRCC does not read your IELTS score, and since the end of SDS there is no processing benefit attached to any band. Officers assess the letter of acceptance, funds, the letter of explanation and intent, so a strong 7.5 does not compensate for a weak financial file, and a 6.0 admitted to a public college is not a visa disadvantage.

Frequently asked questions
What IELTS score is required for Canada in 2026?
It depends on the purpose. Universities such as Toronto and UBC ask IELTS Academic 6.5 with no band below 6.0 (Waterloo 6.5 in writing and speaking), Rotman and Ivey MBAs ask 7.0, and Ontario colleges accept 6.0 with no band below 5.5 for diplomas (graduate certificates 6.5 with no band below 6.0). The study permit has no IELTS requirement, and the PGWP needs IELTS General Training 6.0 in each band (CLB 7) for degree graduates.
Is IELTS required for a Canada study permit?
No. IRCC's study permit eligibility rules cover the letter of acceptance, proof of funds, admissibility and intent to leave; there is no language test. The Student Direct Stream, which offered faster processing to applicants from India and some other countries, closed on 8 November 2024, so all applications now follow the regular stream and no band affects processing.
What is the IELTS band requirement for Canadian colleges?
Conestoga and Humber publish IELTS Academic 6.0 overall with no band below 5.5 for certificate and diploma programmes, and 6.5 overall with no band below 6.0 for graduate certificates. Some programmes ask more: Conestoga excludes programmes such as Hearing Instrument Specialist and Massage Therapy from its standard diploma tier, so check the programme page. Equivalent TOEFL, PTE, CAEL and Duolingo scores are accepted.
What IELTS score do I need for a PGWP in Canada?
Graduates of bachelor's, master's, doctoral and other university programmes need CLB 7, which is IELTS General Training 6.0 in listening, reading, writing and speaking. Graduates of college and non-university programmes need CLB 5: 5.0 listening, 4.0 reading, 5.0 writing, 5.0 speaking. CELPIP General and PTE Core are accepted alternatives; IELTS Academic is not.
Is IELTS Academic or General required for Canada?
Both, at different stages. Universities and colleges require IELTS Academic for admission (the University of Toronto and UBC state the Academic module explicitly). IRCC requires IELTS General Training, CELPIP General or PTE Core for the post-graduation work permit and Express Entry. Only Ivey's MBA accepts either module for admission.
What IELTS score is needed for an MBA in Canada?
Rotman requires IELTS Academic 7.0 overall with at least 6.5 in each component, or TOEFL 4.5 on the new scale with 4.5 in writing and 4.0 in speaking. Ivey requires a minimum of 7.0 on IELTS General or Academic, or TOEFL 100 (4.5 from January 2026), and may waive the test for applicants educated or working extensively in English.
How long is an IELTS score valid for Canada?
For IRCC purposes, including the PGWP and Express Entry, results must be less than 2 years old when you apply, and IRCC advises checking that they remain valid for the time you expect to be in the pool. Universities generally require a test taken within two years of the programme start, so a class 12 score will not serve the PGWP application four years later.
Can I use IELTS One Skill Retake for Canada?
Only where the institution says so. The University of Waterloo accepts One Skill Retake results; the University of Toronto and UBC do not, and IRCC does not accept One Skill Retake for Express Entry. For Express Entry a 0.5 shortfall in one ability means a full re-sit of IELTS General Training, or switching to CELPIP or PTE Core; IRCC's PGWP pages do not mention One Skill Retake, so check with IRCC before relying on it.
